actually I felt a bit hacky like 04f5ae2 when doing cast for snapshotKVStore
* cache erc20 precompile abis instead * fix tests * lints

Description
Changes to EVM which will enable parallel execution of EVM transactions.
The first of these is simply to integrate the most recent versions of the SDK and Store packages.
Also has the following major changes to behavior:
